Many Germans travel to the United States to seek out the prestige and learning of America’s top universities.  As one recent case shows, German students can also become entangled in changing rules and regulations that govern sex on campus.

While at Columbia University, the German student Paul Nungesser was accused by a fellow female student of rape. He claimed they had engaged in consensual sex. After the university found him “non-responsible” in a special tribunal, the female student embarked upon a media campaign to expose him as a sex offender.

What eventually resulted was a lawsuit under Title IX of the Education Amendments of 1972.
